Wellsboro Area School District welcomes and encourages parent volunteers as an important component to our educational system. Your involvement helps us to maintain a safe, secure, and nurturing learning environment for all of our students and staff.
The Pennsylvania General Assembly amended the Child Protective Services Law several times over the past year. The most recent changes were made through Act 153 of 2014. According to the Pennsylvania Department of Education (PDE), anyone working with or observing children in public and private schools, IUs, and vocational-technical schools are required to provide clearances. Act 153 now requires all current Pennsylvania school employees and volunteers to obtain new clearances. There are three required clearances; Act 34, Act 114 & Act 151. Parent volunteers must also complete an Arrest/Conviction Report and Certification Form, PDE-6004.

Question – What is the definition of volunteer?
Answer – Wellsboro Area School District requires all (3) clearances and completion of the Wellsboro Area School District Arrest/Conviction Report & Certification Form for all volunteers that are involved or may become involved with students enrolled within Wellsboro Area School District. “Involved” is defined as having direct contact with any student at any given time whether it is supervised or not supervised. This will apply to all volunteers that may directly interact with any student for any given amount of time. (Examples include classroom volunteers, chaperones, PTA, volunteer coaches, Parks and Recreation coaches and volunteers)
Question – Who is not required to obtain all (3) clearances?
Answer – People volunteering to work concession stands with multiple volunteers (or similar circumstances) are not required to obtain all (3) clearances. However, it is expected that each volunteer choosing to work a concession stand will complete the Wellsboro Area School District Arrest/Conviction Report & Certification Form. All volunteers are required to file a completed background check form annually. Failing to file the form will immediately terminate that person’s participation and/or association with the Club, Team and/or Organization. If you have been arrested/convicted for any reportable offense, you are ineligible to volunteer within Wellsboro Area School District. (Examples include Booster Club, Gridders Club, classroom guests)
